The City Council of the City of Kirksville, Missouri, met in a Special Session on Monday, March 24, 2008, at 5:47 p.m. in the City Hall Council Chambers.  The meeting was scheduled for 5:30 p.m., but due to lack of a quorum, the Council members in attendance waited on a third Council member to arrive so that business could proceed.

 

ORDER OF AGENDA

Councilmember Rodgerson moved to approve the Order of the Agenda; seconded by Councilmember Mayer.  The motion carried by the following vote:   Mayor Rowe – aye; Council members: Mayer - aye; McCord – absent; Rodgerson – aye.    Ayes – 3;Nays – 0;Absent - 1.

 

CITIZEN PARTICIPATION

Joe Conway, 1219 North Franklin, addressed the Council regarding the lateness of quarterly revenue reports for comparison since the smoking ban took affect.    The response to his comment was that the City issues the revenue report after the State provides the numbers which is usually a quarter behind.  

 

ACTION PRESENTATIONS

Council member Rodgerson moved to approve a request from the Bass Club for use of Forest Lake in 2008 for the allowance of outboard motors exceeding 90 hp idle speed during the Club’s six scheduled tournaments; seconded by Council member Mayer.

 

[The six tournaments are scheduled March 30, April 19, May 24, June 14, August 9 and August 30.  The Bass Club’s request for approval was submitted after the last regular City Council meeting this year, and therefore the Special Council meeting was called to consider their request prior to the first tournament on March 30.]

 

The motion carried by the following vote:   Mayor Rowe – aye; Council members: Mayer - aye; McCord – absent; Rodgerson – aye.    Ayes – 3;Nays – 0;Absent - 1.

 

Adjournment

There being no further business to come before the Council, Councilmember Rodgerson moved to adjourn; seconded by Councilmember Mayer. The motion carried by the following vote:   Mayor Rowe – aye; Council members: Mayer - aye; McCord – absent; Rodgerson – aye.    Ayes – 3;Nays – 0;Absent - 1.

 

Mayor Rowe adjourned the meeting  at 5:53 p.m.
