The City Council of the City of Kirksville, Missouri, met in a Regular Session on Wednesday,                                            March 7, 2007, at 5:30 p.m. in the City Hall Council Chambers.  Councilmember Newton was out of town, and participated in the meeting by telephone.

 

INVOCATION/PLEDGE

Since the scheduled Church representative was not present, the invocation was not given.

A Brownie Troop led the Pledge of Allegiance.

 

MINUTES

Councilmember McCord moved to approve the minutes of the special session of February 28, 2007; seconded by Councilmember Crist.  The motion carried by the following vote:  Mayor Rowe - aye; Councilmembers: Newton - aye; Crist - aye; McCord - aye; Blesz - aye.  Ayes – Five; Nays – none.

 

ORDER OF AGENDA

Councilmember Blesz moved to approve the order of the agenda; seconded by Councilmember Crist.   The motion carried by the following vote:  Mayor Rowe - aye; Councilmembers: Newton - aye; Crist - aye; McCord - aye; Blesz - aye.  Ayes – Five; Nays – none.

 

INFORMATION PRESENTATION

None.

 

CITIZEN PARTICIPATION

None.

 

ACTION PRESENTATIONS

Councilmember Crist moved to approve the Source Water Protection Plan for the Hazel Creek Lake and Forest Lake, prepared by the Watershed Management Commission; seconded by Councilmember McCord.

 

John Buckwalter reported this is the first published document prepared by the Watershed Management Commission.  It emphasizes and outlines increased monitoring of the lakes, and calls for a program of education and development of stakeholders’ input and cooperation in protecting the source water.  If approved, the Plan will be signed by the Commission on the 15th and forwarded to the Missouri Department of Resources for review and approval.

 

The motion carried by the following vote:  Mayor Rowe - aye; Councilmembers: Newton - aye; Crist - aye; McCord - aye; Blesz - aye.  Ayes – Five; Nays – none.

 

Council Comments

City Manager Macomber announced that the Executive Session scheduled for this evening is cancelled and will be held next Wednesday, March 14, following the Council’s Study Session.

 

ADJOURNMENT

There being no further business to come before the Council, Councilmember Crist moved to adjourn; seconded by Councilmember Blesz.  The motion carried by the following vote:  Mayor Rowe - aye; Councilmembers: Newton - aye; Crist - aye; McCord - aye; Blesz - aye.  Ayes – Five; Nays – none.

 

Mayor Rowe adjourned the meeting at  5:36 p.m.
