The City Council of the City of Kirksville, Missouri, met in a Regular Session on Monday, May 5, 2008, at 5:30 p.m. in the City Hall Council Chambers.

 

INVOCATION/PLEDGE

Reverend Robert Fredricks, of First Assembly of God Church, gave the Invocation.  Boy Scout Troop 401, and Leader Randy Behrens, led the Pledge of Allegiance.

 

MINUTES

Council member Kuhns moved to approve the Council Regular Session minutes of April 14, and a Special Session of April 21, 2008; seconded by Council member Detweiler. The motion carried by the following vote:  Mayor Rowe, aye; Council members:  Detweiler – aye; Kuhns – aye; McCord – absent; Rodgerson – absent.  Ayes – 3; Nays – 0; Absent - 2 .

BILL NO. 2008-18-A                                                                       ORDINANCE NO. 11835-A

AN ORDINANCE AMENDING ORDINANCE NO. 11816, APPROPRIATING FROM THE REVENUE OF THE CITY OF KIRKSVILLE, MISSOURI, EXPENDITURES IN ACCORDANCE WITH THE 2008 BUDGET OF THE CITY OF KIRKSVILLE, MISSOURI AND PROVIDING FOR ADJUSTMENTS THERETO.

 

Laura Guy reported that $550,000 was budgeted for the Jefferson Street project.  Bids came in approximately $211, 549 over the budgeted amount.  AT Still University proposed a funding agreement for improvements in their area not to exceed $98,939.  The budget amendment of $150,000, split between the Transportation Sales Tax Fund and the Downtown TIF fund, will result in $700,000 being allocated for this project.  John Buckwalter and Mari Macomber reported that the costs were significantly higher than the engineer’s estimate due to the increase of fuel and equipment.

Agreement w/Mihalevich for Jefferson St Improvements

Council member Detweiler moved to authorize the City Manager to execute an agreement with Mihalevich Concrete Construction for Jefferson Street improvements; seconded by Councilmember Kuhns.

 

John Buckwalter explained that when the project began, the intention was to use the current base of the street as it was and use overlay.  A detail survey was done, and the street was cored, it was found that the base could not be used.  The estimate then went up by $100,000. 

 

The motion carried by the following vote:  Mayor Rowe, aye; Council members:  Detweiler – aye; Kuhns – aye; McCord – absent; Rodgerson – absent.  Ayes – 3; Nays – 0; Absent - 2 .

 

TSU Homecoming Parade

Council member Kuhns moved to approve the use of City streets for the Truman State University Homecoming parade and the annual Bulldog 5K Run; seconded by Council member Detweiler.

 

Jim Hughes reported this is an annual event, to be held on October 4 this year, with the parade at 9:00 a.m. and the race at 8:00 a.m.  The cost to provide police and public works employees for this event costs approximately $1,800.  The Police Department took steps last year to control the candy throwing in the parade for safety reasons, and will continue to do so this year.

James Rasura, 516 East Jefferson, spoke against the parade, stating it does not glorify God, but only man.

Tournament Use of Forest Lake

Council member McCord moved to approve the use of Forest Lake on May 17 and 18 for a Buddy Bass N Kids fishing tournament; seconded by Council member Kuhns.  The motion carried by the following vote:  Mayor Rowe, aye; Council members:  Detweiler – aye; Kuhns – aye; McCord – aye; Rodgerson – absent.  Ayes – 4; Nays – 0; Absent - 1 .

Watershed Commission Appointment – Bob Funk

Council member Kuhns moved to appoint Bob Funk to the Watershed Management Commission; seconded by Council member Detweiler.

 

Mari Macomber reported that a current member, Scott Ellis, will be moving from the area, and Cynthia Cooper will fill the TSU science profession position on the Commission.  Bob Funk would fill the resident position.

Second Reading

BILL NO. 2008-18                                                                               ORDINANCE NO. 11835

AN ORDINANCE AMENDING ORDINANCE NO. 11816, APPROPRIATING FROM THE REVENUE OF THE CITY OF KIRKSVILLE, MISSOURI, EXPENDITURES IN ACCORDANCE WITH THE 2008 BUDGET OF THE CITY OF KIRKSVILLE, MISSOURI AND PROVIDING FOR ADJUSTMENTS THERETO.

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KIRKSVILLE, MISSOURI AS FOLLOWS:

 

SECTION 1.  That Section 1 of Ordinance No. 11816 be amended to read:  The Annual Budget of the City of Kirksville, Missouri, aggregating $25,168,422, for the fiscal year commencing January 1, 2008 and ending December 31, 2008, as submitted by the City Manager and incorporated herein by reference as is fully set out in this ordinance, is hereby approved.

 

SECTION 2.  Revision to the original budget for the funding of the Jefferson Street improvement project necessitates the increase in budgeted expenditures by $150,000, split evenly between Fund 32, the Transportation Sales Tax Fund and Fund 21, the Downtown Tax Increment Financing District Fund. 

 

Council member McCord moved to approve Bill No. 2008-18 on final reading; seconded by Council member Detweiler.  The motion carried by the following vote:  Mayor Rowe, aye; Council members:  Detweiler – aye; Kuhns – aye; McCord – aye; Rodgerson – absent.  Ayes – 4; Nays – 0; Absent - 1 .

 

Comments

Mari Macomber asked the Council to let Vickie Brumbaugh know when they are going to be out of town.   AT Still University invited the Council to attend their graduation ceremony, and they are to RSVP by this Friday.  The Essential Air Service announcement for Kirksville arrived this afternoon, and Multi-Aero, Air Choice One was chosen for a two-year contract. The City Department Highlights information has been distributed to the Council, along with an acronym list.
