The City Council of the City of Kirksville, Missouri, met in a Special Session on Thursday, June 19, 2008, at 4:05 p.m. in the City Hall Council Chambers. 

 

ORDER OF AGENDA

Councilmember Kuhns moved to approve the Order of the Agenda; seconded by Councilmember McCord.  The motion carried by the following vote:   Mayor Rowe – aye; Council members: Detweiler - absent; Kuhns – aye; McCord – aye; Rodgerson – aye.    Ayes – 4;  Nays – 0; Absent - 1.

 

CITIZEN PARTICIPATION

None.

 

ACTION PRESENTATIONS

 

Liquor License – NEMO Beer Wholesaler

Council member McCord moved to approve a request for a liquor license for the merchant NEMO Beer Wholesaler for the annual period commencing July 1, 2008; seconded by Councilmember Kuhns.

 

City Manager Macomber explained the unusual circumstances of this request.  NEMO Beer Wholesaler was notified by the State Liquor Control Board this week that they need a city license in addition to their county and state liquor license.  The property was annexed in 2001.  A city license had not been issued previously, and was not on the City’s books.  They should be, and therefore the purpose of calling a special meeting to consider their request.

 

The motion carried by the following vote:   Mayor Rowe – aye; Council members: Detweiler - absent; Kuhns – aye; McCord – aye; Rodgerson – nay.    Ayes – 3;  Nays – 1; Absent - 1.

 

Use of Forest Lake – Bass Club Tournament

 

Council member Rodgerson moved to approve an addendum to an approved request of March 24 from the Bass Club for use of Forest Lake on June 21; seconded by Council member McCord.

 

City Manager Macomber reported the Council approved on March 24, six dates for the year to use the Forest Lake for the Thousand Hills Bass Club Tournaments.  The Club is requesting an additional one for this Saturday, June 21.  The request includes allowing outboard motors exceeding 90 hp to idle at a speed not to exceed 10 mph between 5:00 a.m. and 1:00 p.m.

 

The motion carried by the following vote:   Mayor Rowe – aye; Council members: Detweiler - absent; Kuhns – aye; McCord – aye; Rodgerson – aye.    Ayes – 4;  Nays – 0; Absent - 1.

 

Adjournment

There being no further business to come before the Council, Councilmember Rodgerson moved to adjourn; seconded by Councilmember Kuhns. The motion carried by the following vote:   Mayor Rowe – aye; Council members: Detweiler - absent; Kuhns – aye; McCord – aye; Rodgerson – aye.    Ayes – 4;  Nays – 0; Absent - 1.

 

Mayor Rowe adjourned the meeting  at 4:12 p.m.
