The City Council of the City of Kirksville, Missouri, met in a Regular Session on Wednesday, June 7, 2006, at 5:30 p.m. in the City Hall Council Chambers.
PLEDGE
The Mayor and Council led the Pledge of Allegiance.
MINUTES
There was a consensus of the Council to approve the minutes of the regular session of May 17, 2006, as distributed.
ORDER OF AGENDA
No changes.
CITIZEN PARTICIPATION
Sterling Ruddy said the Code Administrator had refused to issue a building permit to Mike McClanahan for construction of a building.
ACTION PRESENTATIONS
North Water Tower Monitoring Unit
Councilmember Crist moved to authorize the City Manager to enter an agreement with MicroComm, Incorporated, for the design, supply and installation of a remote tower monitoring unit for the north water tower on Brewington; seconded by Councilmember McCord.
John Buckwalter reported that two out of the four elevated water towers are currently capable of monitoring the water level. Recent development in the northern part of the system and extension of the city’s system to the north annexation area has increased the urgency for installing a monitoring system.
The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.
Liquor License Renewals
Councilmember McCord moved to approve the renewal of liquor licenses for the merchants holding said licenses for the annual period commencing July 1, 2006; seconded by Councilmember Crist.
Laura Guy explained this is the first half of the renewals, and the remaining half will be brought to the Council at their June 21st meeting.
The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, abstain. Nays, none; abstention - 1.
COMMENTS
City Manager Macomber announced the recognition ceremony for Father Pat Shortt of the Mary Immaculate Church. Councilmember Blesz will read and present a proclamation from the City at the ceremony.
ADJOURNMENT
There being no further business to come before the Council, Councilmember Newton moved to adjourn; seconded by Councilmember Blesz. The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.
Mayor Rowe adjourned the meeting at 5:43 p.m.
