The City Council of the City of Kirksville, Missouri, met in a Regular Session on Wednesday, July 5, 2006, at 5:30 p.m. in the City Hall Council Chambers.
INVOCATION/PLEDGE
Reverend Curtis Ferguson, Rehoboth Baptist Church, gave the Invocation. The Mayor and Council led the Pledge of Allegiance.
MINUTES
Councilmember Crist moved to approve the minutes of the regular session of June 21, 2006, as distributed; seconded by Councilmember Blesz. The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.

INFORMATION PRESENTATION
Proclamation Presentation
A PROCLAMATION RECOGNIZING AND HONORING UNITED STATES MARINE LANCE CORPORAL REX PAGE.
WHEREAS, REX PAGE, the son of Larry and Edie Page, of Kirksville, Missouri, at the age of 4 years old, entered the Raggedy Ann and Andy Pre-School; and
WHEREAS, REX PAGE was known as being a real friend during his school years, as he easily made friends; and
WHEREAS, REX PAGE participated in many school activities and had a great interest in sports, especially a love for basketball which he played well; and
WHEREAS, REX PAGE was a 2003 high school graduate of the Kirksville Christian High School where he served as an officer of the Student Council; and
WHEREAS, in May of 2005, REX PAGE, a citizen of Kirksville, Missouri, enlisted in the United States Marine Corp; and
WHEREAS, LANCE CORPORAL REX PAGE was honored with two Battle Ribbons, the Purple Heart, the Commendation of Valor, and most recently the rank of Lance Corporal.
NOW, THEREFORE, I, MARTHA ROWE, MAYOR OF THE CITY OF KIRKSVILLE, MISSOURI, do hereby proclaim honorary recognition to

and extend our sincere sympathy and deep respect to his parents, Larry and Edie, and his brother James, for their tremendous sacrifice in the death of their beloved son and brother on June 28, 2006, while serving our country in Iraq.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the City of Kirksville, Missouri, to be affixed this 5th day of July, 2006.

GIS Presentation
Pam Kelrick, GIS Coordinator, explained the GIS database. The city’s zoning map and land use map are on the city’s web site which shows the tax parcel and land use areas. The water and sewer systems are completed. The storm sewer file is in the process of completion by mid-August. She is finalizing a GIS information backup with other states. In summary, everything will have been accomplished by the end of this year that was started three years ago.
CITIZEN PARTICIPATION
Dick Roberts, 4414 North Baltimore, business address of Lawson Hill, addressed the Council regarding the search lights located on Traveler’s Hotel. He stated that the city has no money for street repair, annexation work, airport work, and economic development, but seems to be spending time on the search lights. Mr. Roberts said when he was employed by Louie Keen (owner of Traveler’s Hotel), he personally delivered letters to emergency-type agencies to make sure the search lights would not be bothersome or an interference with emergency operations, and there was no problem with the lights from these agencies.
Andrew Kling, , 800 East Illinois, citizen opposed to spot lights, stated that approximately 150 people have said, by letter, they do not want the search lights. He said this was not a personal attack against Louie Keen.
ACTION PRESENTATIONS
Lagoon Cleaning Agreement
Councilmember McCord moved to authorize the City Manager to execute an agreement with Nutri-Ject Systems for lagoon cleaning at the Wastewater Treatment Plant for a period of three years at a rate of $178 per dry ton; seconded by Councilmember Blesz.
John Buckwalter reported the city has used Nutri-Ject for lagoon cleaning since 2000. There are no qualified or interested local bidders, and therefore no formal bidding was conducted.
The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.
Committee/Board Appointments
Councilmember Blesz moved to approve the appointment of Lynn Blankinship to the Airport and Transportation Commission; Charles Giovannini and John Buckwalter to the Planning and Zoning Commission; and the re-appointment of Danny McDowell to P & Z, and re-appointment of Preston Sparks to the Board of Adjustment; seconded by Councilmember McCord. The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.

ADJOURNMENT
There being no further business to come before the Council, Councilmember Crist moved to adjourn; seconded by Councilmember Newton. The motion carried by the following vote: Mayor Rowe, aye; Councilmembers Blesz, aye; Crist, aye; McCord, aye; Newton, aye. Nays, none.
Mayor Rowe adjourned the meeting at 6:25 p.m.
