The City Council of the City of Kirksville, Missouri, met in a Regular Session on Tuesday, August 21, 2007, at 5:27 p.m. in the City Hall Council Chambers.
INVOCATION/PLEDGE
Council Member (Reverend) Aaron Rodgerson gave the Invocation.
The Mayor and City Council led the Pledge of Allegiance.
MINUTES
Council Member McCord moved to approve the minutes of the regular session of August 7, 2007; seconded by Council Member Mayer. The motion carried by the following vote: Mayor Newton – aye; Council Members: Mayer – aye; McCord – aye; Rodgerson – aye; Rowe – aye. Nays – none.
ORDER OF AGENDA
City Manager Macomber stated that there will be no need to go into executive session at the end of the meeting.
Council Member Rowe moved to approve the amendment to the agenda; seconded by Council Member McCord. The motion carried by the following vote: Mayor Newton – aye; Council Members: Mayer – aye; McCord – aye; Rodgerson – aye; Rowe – aye. Nays – none.

ACTION PRESENTATIONS
Kirksville High School Homecoming Parade—Street Use
Council Member Mayer moved to approve a request for the use of City Streets for the Kirksville
High School Homecoming Parade; seconded by Council Member Rodgerson. The motion carried by the following vote: Mayor Newton – aye; Council Members: Mayer – aye; McCord – aye; Rodgerson – aye; Rowe – aye. Nays – none.
Shrine Ceremonial Parade—Street Use
Council Member Rodgerson moved to approve a request for the use of City Streets for a Shrine Ceremonial Parade; seconded by Council Member Rowe.
Police Chief, Jim Hughes, stated that this will be the second Shrine Ceremonial Parade in the past five years, but that they have been held periodically in the past. Previously it followed the old parade path straight down Franklin Street, but that this time they want to follow the Fourth of July Parade route down Elson. Hughes stated that one thing that will complicate the record is that he and John Buckwalter, Public Works Director, had calculated that this parade will cost close to $1500 and $1100. The last parade, in 2005, only took about 10 minutes with little to no attendance. Hughes wanted to bring the cost/benefit issue to the Council so that they could make an informed decision in the future.
City Manager Macomber stated that if there is little to no attendance again this year, the next time the request comes in the City may choose to either make some changes or recommend it not be approved.
Hughes stated that in 2005, the El Kadir Shrine Club expected more Shrine participation from other clubs, but that did not seem to happen. Hughes said that in comparison to the Fourth of July Parade, Homecoming Parade, TSU Parade, etc, the number of children on the sides of the street is just not there for this parade.
Council Member Rodgerson said that he would like Hughes to make a note about number of people in attendance.
Hughes said it might even be a possibility to take a video of the parade.
The Council expressed interest in the idea of a video of the parade.
Mayor Newton stated that if there isn’t an appreciative attendance this year the Shrine would not be surprised by further discussion in the future.
Hughes stated that an option that has been addressed before for events where the benefit outweighs the cost is for the group to provide for the additional staff. Hughes stated the City could still provide support but the group may have to pay more for that support. Hughes stated that he recommends approval for this year.
Council Member Mayer stated that he was curious about how close the three parades were in such a short period of time: TSU, Homecoming and Shrine. Mayer was unsure of what the planning process was for deciding that, and this answered some of his questions. He asked how many parades there are in a year.
City Manager Macomber stated that if you count the St. Patrick’s Day parade there are five parades a year.

Committee/Board Appointment—Airport and Transportation Commission
Council Member McCord moved to approve the appointment of Harold Osborn, Lynn Blankinship, and Richard Gooch, D.D.S. to the Airport and Transportation Commission; seconded by Council Member Mayer.
City Manager Macomber stated that the appointment of Harold Osborn and Lynn Blankinship are reappointments. Macomber said that both have served on the commission and have done a great job. Both attend the meetings and are active in the group. The ATC recommends the appointment of Richard Gooch for a 3 year term to fill Tim Crist’s position which expires the end of August.
The motion carried by the following vote: Mayor Newton – aye; Council Members: Mayer – aye; McCord – aye; Rodgerson – aye; Rowe – aye. Nays – none.
Committee/Board Appointment—GISC Board of Directors
Council Member Rowe moved to approve the appointment of Brad Selby to the GISC Board of Directors; seconded by Council Member Rodgerson.
City Manager Macomber stated that this appointment is needed to fill a vacancy when Paul Frazier retires at the end of August. Macomber said that Frazier has served on that commission with John Buckwalter, where they both represented the City. Macomber said that because of the work this commission does it just makes sense to have the Code Administrator be the one to participate on this commission and have an understanding of what is going on. Macomber stated that the City recommends Brad Selby be on the committee to represent them.
