The City Council of the City of Kirksville, Missouri, met in a Special Session on Wednesday, August 30, 2006, at 5:30 p.m. in the City Hall Council Chambers.
PUBLIC HEARING
Mayor Rowe opened the public hearing at 5:34 p.m. to hear citizen comments regarding the 2006 fiscal year tax levy.
Finance Director Laura Guy reported the State Auditor recommends 67.42 cents per $100 for the 2006 tax year. This is a decrease from 68.4 cents in 2005.
There being no further comments, Mayor Rowe closed the public hearing at 5:38 p.m.
ACTION PRESENTATIONS
BILL NO. 2006-31
AN ORDINANCE LEVYING TAXES AND ESTABLISHING PROPERTY TAX RATES FOR CITY PURPOSES FOR THE FISCAL YEAR 2006.
Councilmember Crist moved to adopt Bill No. 2006-31 on first reading; seconded by Councilmember Newton.
City Manager Macomber explained this ordinance has to be approved by August 31. Information was received on the 16th, and it has to be published at least 7 days before the public hearing is held.
The motion carried by the following vote: Mayor Rowe—aye; Council members: Newton—aye; Crist—aye; McCord—aye; Blesz—aye. Nays—none.
Second Reading
BILL NO. 2006-31 ORDINANCE NO. 11773
AN ORDINANCE LEVYING TAXES AND ESTABLISHING PROPERTY TAX RATES FOR CITY PURPOSES FOR THE FISCAL YEAR 2006.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KIRKSVILLE, MISSOURI, AS FOLLOWS:
SECTION I. For the purpose of providing for the expenditures for the fiscal year 2006, it is hereby determined that the tax rate required to generate revenues needed from ad valorem taxes for the General Operating Fund is as follows:
FUND LEVY
General Operating $ .6742
SECTION II. This Ordinance shall be in full force and effect from and after its passage by the City Council of the City of Kirksville.
Councilmember Blesz moved to adopt Bill No. 2006-31 on second reading; seconded by Councilmember McCord. The motion carried by the following vote: Mayor Rowe—aye; Council members: Newton—aye; Crist—aye; McCord—aye; Blesz—aye. Nays—none.
Bid - Trucks
Councilmember McCord moved to replace ten vehicles in the city’s fleet; seconded by Councilmember Crist.
Public Works Director John Buckwalter explained that normally the purchase of vehicles would have been spread out through the year, but better prices on close out vehicles can be found now. The low bids on all ten vehicles are being recommended, except for one bid that was for a 2005 vehicle. Diesel is recommended. The old vehicles will be sold. Diesel fuel is delivered in bulk to the Public Works Department, whereas vehicles have to drive to a gas station to fill up.
The motion carried by the following vote: Mayor Rowe—aye; Council members: Newton—aye; Crist—aye; McCord—aye; Blesz—aye. Nays—none.
Adjournment
There being no further business to come before the Council, Mayor Rowe adjourned the meeting at 5:50 p.m. to a public hearing at 7:00 p.m. in the Mehegan Classroom of the Gutensohn Clinic on the A.T. Still University campus.
