Watershed Management Commission

ABSENT:  Roger Bland, Kenny Coy and Jerry Smith

 

OTHERS PRESENT:  Phillip Ayers, Mike Bradley, John Buckwalter, and Jack Schuster

 

Chairman Dillavou called the meeting to order at 5:35 p.m.

 

A motion approving the minutes as presented was made by Marty Jayne and seconded by Gary Jones.  The motion carried with the following vote:   Roger Bland – absent, Kenny Coy - absent, Clayton Dillavou – aye, Scott Ellis – aye, Martin Jayne – aye, Gary Jones – aye, Mari Macomber – aye, Jim Novinger – aye, and Jerry Smith – absent.

 

No introductions were made.

 

There was no new business to discuss

 

The Commission began its review of the Source Water Protection Plan.  Chairman Dillavou thanked various members of the Commission for providing information to be included in the Plan. 

 

The Commission agreed that no changes needed to be made to page 5 of the Plan.  It was noted that a reference should be made at the top of page 6 to the appendix on threats.  Email addresses were added to page 7 and 8.  Marty Jayne requested that the words “almost all of which” to the fourth sentence on page 10 section 4. B.  The Commission reviewed the information on livestock and concurred the language was sufficient.

 

On page 12 there is a reference to a study, the title or reference information for the study needs to be provided to Chairman Dillavou for inclusion.  The Commission agreed that the language provided by Mike Bradley be retained and the reference prior to 1) on page 13 be removed.  The Commission requested that information on the reservoir capacity be included in the second shaded paragraph on page 14.  On page 14 and 15, the Commission discussed the amount of city owned land.  It was agreed that a reference to the amount of land owned by the City be included in E. on page 14.

 

The commission went back to page 10 and 11 of the Plan.  The Commission reviewed the section B. Forest Lake – Land Cover & Use.  The Commission asked that gas station” be removed from the text.

 

It was noted that the Plan needs to correctly identify the appropriate study for page 16.  B on page 23 will need to be addressed to the watershed and separate out the implementation strategies for both watersheds.  Members of the Commission will email comments to Chairman Dillavou.  It was noted that Brian Todd  will provide a list of items that can be used for the public participation section on page 24 and 25.

 

Phillip Ayers explained that property owners in the Hazel Creek and Forest Lake Watersheds would be able to apply for the CREP program, noting that a press release would be sent out in the near future.  Mari Macomber stated that she would get with Mr. Ayers to learn more about the program and see if the information could be sent out to the property owners of the watersheds.

 

Scott Ellis referenced the charts on page 45 through 47 noting that this is the information that should be referenced on page 6, as previously noted and on page 21 L. Contaminant Types.  The City was asked to determine if the 2005 Consumer Report on Water Quality was the most current available.

 

The Commission agreed to hold its next meeting in January.

 

As there was no further business, the meeting adjourned at 6:50 p.m.
