Chairman Dillavou called the meeting to order at 5:30 p.m.
There initially was not a quorum present. The commission reviewed the minutes from the February meeting, and began discussion of the latest revisions to the draft Watershed Management Plan. Jim Novinger arrived at 5:40, and Chairman Dillavou declared a quorum present.
The minutes of the February meeting were reviewed for approval. A motion approving the minutes of February 26, 2008 was made by Marty Jayne and seconded by Mark Laughlin. The motion carried with the following vote: Clayton Dillavou – aye, Martin Jayne – aye, Mark Laughlin – aye, Cynthia Cooper - aye and Jim Novinger – aye.
The Commission resumed discussion of the draft Watershed Management Plan. Based on discussion from the February meeting, and comments he received from Mike Bradley, Philip Ayers, Mark Laughlin, Brian Todd, and Cynthia Cooper he had redrafted the “Forest Lake and Hazel Creek Lake Non-point Source Watershed Management Plan.” During discussion, the following points were raised: On page 4 the existing building development needs to be fleshed out. On page 7 it is unclear if the table of identified contaminants applies to one or both of the lakes. Dr. Cooper suggested that “Fecal Coliform” be relisted as e-Coli. On page 8 the land use table must be completed. John will use data from CARES to complete the table. The land cover tables on pages 10 and 11 do not match previously discussed areas. Clayton will contact Bob Brose when he is available. On page 12 it is unclear why the North Fork River is discussed. It is not in either watershed. On page 14 the highlighted paragraph includes a reference to CAFO’s. There are no CAFO’s in either watershed. On page 15 John will search the DNR data base for permitted facilities (point sources) in the watersheds. On pages 18 and 19 the presentation and organization of material must be reorganized. Dr. Cooper discussed the reports by the Lakes of Missouri Volunteer Program (LMVP) and how that data could be used in the plan. LMVP representatives will be visiting Truman on June 5th; she offered to set up a meeting with Commission members and LMVP representatives during their visit. She provided copies of LMVP reports on the two lakes.
Clayton stated that based on the comments provided, and commission input at this meeting, he will go back and look at the original nine point outline and see if the plan can be better organized.
The watershed pamphlet was discussed. Ideas from the February meeting have been incorporated. Jim Novinger asked about the maps, and after discussion it was concluded that we should use a map spread across the two center pages which would show both lakes, watersheds, the City, and key roads. Clayton noted that we can go to 12 pages (3 sheets) and still be within mailing limits. Marty Jayne recommended that we put the “good news” about water quality and the watersheds on page 2, right up front. It was suggested that we include a bit of history for each lake in the descriptions.
John Buckwalter summarized the Hazel Creek Water Quality Festival subcommittee meeting held on April 18. The tentative date of Saturday, September 27 was selected. The event would include presentations and displays at the Army Reserve Center, bus shuttles to the lake, child fishing and other activities at one of the ramp areas at the Lake. Clayton has spoken with the administrative officer at the Reserve Center, and they seem enthusiastic. Use of the Center will require approval from the unit’s headquarters, which has been requested. If the center can not be used, there is a garage at the center which would require only local approval. The rural fire department facility is also in the same area, and might be a possibility.
The next meeting date was scheduled for May 22 at 5:30 p.m. at the Adair County Annex building.
