Watershed Management Commission

PRESENT:  Roger Bland, Clayton Dillavou, Scott Ellis, Mari Macomber, Jim Novinger and Jerry Smith.

 

ABSENT:  Kenny Coy, Marty Jayne and Gary Jones.

 

OTHERS PRESENT:  Stewart Blessing, Mike Bradley, Rich Morrow, Brian Todd and John Buckwalter

 

Chairman Dillavou called the meeting to order at 5:30 p.m.

 

The minutes were reviewed and the following changes were suggested.  Correct the spelling of Brian Todd’s first name from Bryan to Brian; change the word “then” in the fourth paragraph, first sentence to “the”; and change the order of words from “Water Source Protection Plan” to “Source Water Protection Plan.

 

A motion to approve the minutes as amended was made by Jerry Smith and seconded by Jim Novinger, the motion carried with the following vote:   Roger Bland – aye, Kenny Coy - absent, Clayton Dillavou – aye, Scott Ellis – aye, Martin Jayne – absent, Gary Jones – absent, Mari Macomber – aye, Jim Novinger – aye, and Jerry Smith – aye.

 

No introductions were made.

 

The Commission discussed the draft Source Water Protection Plan.  It was noted that the Chairman, Vice Chairman and Jack Schuster met to determine what needed to be done to complete the Plan.  Jack Schuster was asked to compile the information for this evening.  Mr. Schuster was not available due to a work emergency.  The Commission was then given a list of the items that were needed for the Plan.  The Commission was asked to review the goals and indicators handed out in the meeting and get comments back to John Buckwalter by Friday, June 9.

 

The Commission reviewed a grant application.  There were general questions about the content of the application including, which action items should come first, and were the timelines reasonable.  The Commission decided that the timeline included in the application needed to be reviewed, as well as the timelines.  It was agreed that a special meeting would be held at the Public Works Office for anyone interested in participating on June 12 at 3:00 p.m.

 

The Commission discussed the status of the testing program.  Chairman Dillavou and Vice Chairman Ellis had met with several science faculty, (microbiologist and chemist).  It was noted that testing could begin in July using recognized EPA protocols.  Mike Kelrick, Professor of Biology at Truman will develop protocols and will compile GIS information.  There was a discussion regarding the sampling sites.  Commission members were invited to share their ideas on sampling locations.  It was noted that the faculty from Truman would be visiting the lakes to identify locations for sampling.  It was explained that there would probably be five testing sites at Forest Lake and five at Hazel Creek.

 

Brian Todd stated that the Missouri Department of Conservation will be collecting a sampling of Fish from Forest Lake to test for chlordane and at Hazel Creek to test for lead and mercury.

 

The Commission was given information regarding an upcoming City Council Study Session.  Mari Macomber explained that the Chairman Dillavou would be updating the City Council on the Source Water Protection and Watershed Management Plans.  Due to time constraints, the original date was set for June 14; the Commission requested that this presentation be changed to June 28.  Ms. Macomber did not see that as a problem and would schedule this meeting with the City Council.

 

Visits to the Water Treatment Plant and the Watersheds were discussed.  The consensus of the commission present was that we should wait until more members are available, and should plan for September or October.

 

Brian Todd noted that this summer his agency will do test plantings of water willow, a small emergent plant, in Hazel Creek for shoreline stabilization and fish habitat.

 

The Commission set the next meeting date for Thursday, June 29 at 5:30 p.m. at the TCRC.

 

As there was no further meeting business, the meeting adjourned at 6:50 p.m.
