Chairman Dillavou called the meeting to order at 5:30.
The minutes of the June 1 meeting were reviewed, the following corrections were offered by Clayton Dillavou: Last line, first page should read …using recognized EPA protocols… Second page, first paragraph, last line should read…probably be five testing sites at Forest Lake and five at Hazel Creek to test… and Second page, second paragraph, second line should be …Chlordane.. . A motion to approve was made by Gary Jones, seconded by Jim Novinger. The motion was approved.
The major topic of the meeting was a review of the draft Source Water Protection Plan (SWPP). Clayton Dillavou discussed the draft in detail. The SWPP has been formatted based on DNR guidance, which should make their review and approval easier. He plans to begin work on the Watershed Management Plan immediately. A page by page review followed, starting with pages 5 and 6. Clayton needs commission input on the purposes and goals paragraphs. The SWPP refers to the Emergency Response Plan on file with the City, rather than putting it into the book. The Commission discussed the draft ordinance, a City and a County ordinance will both probably be required. It was noted that the proposed ordinance needs to be carefully considered. Clayton requested corrections on pages 7 and 8. Pages 10-16 summarize the geology of the watershed. Chairman Dillavou noted that the numbers on page 17 do not seem realistic. They will be reviewed and revised. He will look at other sources for the information required. On page 19 the Sanitary Survey is addressed in item F. It is not clear what that survey is as defined in the SWPP format. Pages 20 and 21 do not require comment. The water treatment process is summarized on page 22. On page 23 Clayton referred to the basic documents rather than repeating information. Page 26 discusses implementation and evaluations, followed by definitions on pages 27-33 followed by References and list of Contributors to the original Watershed management Plans. The last 6 pages are maps which will be in color in the final version.
Discussion by the commission followed. Chairman Dillavou requested input on where the goals and objectives should go. Errors on page 23, part D were pointed out, Forest Lake is west of Kirksville, not east. The watershed is not predominantly urban, as listed. Jim Novinger pointed out that that on page 19 erosion only addresses Forest Lake; Hazel Creek should be addressed too. John Buckwalter suggested that only the executive summary of the Benton and Associates drought study be included in the SWPP. Bob Broz concurred that should be enough. Jim Novinger requested clarification on the purpose of pages 5 and 6. Chairman Dillavou stated that goals set the tone and lay out what the commission is to do. The initial four bullets are probably not enough, and lack enough detail. The Commission discussed that the SWPP purpose is really a mission statement. Chairman Dillavou asked for input and serious thought on the whole draft. He asked that members take time to look hard and point out any mistakes. It is intended that the final plan be a good one and sail thru DNR review.
Chairman Dillavou asked for input on the model surface water ordinance. It must be usable, fair, but protect resources.
John Buckwalter discussed the submission of the minigrant applications. Copies were provided for Grants to support a “Hazel Creek Watershed Education Project” and a “Forest Lake Watershed Education Project.” [Aren't they different enough to have different primary goals?]
Chairman Dillavou discussed the first collection of water specimens taken this week. Hazel Creek was sampled at 5 locations, with five specimens at each location. The Truman science department will test for E-coliform and total coliform. Forest Lake will be sampled within the next two weeks. The State has various levels and rules for coliform bacteria, but most seem to focus on swimming. The EPA has a standard set for coastal waters. The EPA official protocol is being used; TSU is doing it as part of their training program. It is a significant expense. Testing for chemicals will be done 3-4 times a year for the other items on the contaminant list. How to test for or measure the sedimentation rate has not been worked out yet. The clarity tests were considered good.
Jim Novinger asked about the testing protocols. He did not remember the Commission approving going on with testing. Chairman Dillavou assured the Commission that EPA approved protocols were being used. Mr. Novinger stated that the protocols need to be written so we all know what is being done. Chairman Dillavou will ask TSU to provide the protocols being used, or to be used, for review and discussion at the next Commission meeting.
Mr. Novinger asked what the City Council response was to the presentation on the SWPP on June 28th was. Chairman Dillavou noted that there was no formal feedback yet. Council has not had an opportunity to respond yet, but the Council was happy with the effort and current pace of work by the Commission.
The next meeting is July 27th, 5:30 pm at the TCRC.
