Chairman Dillavou called the meeting to order at 5:30.
The minutes of the July meeting were reviewed. Stewart Blessing asked that his noted correction from the June minutes be further corrected to delete the words no-discharge, so that the term used is “adequate sewer systems”, vs. proper no-discharge sewer systems. Jim Novinger stated that he did not recall a motion being made stating that both the purpose and the goal of the SWPP was to preserve the water quality…, but rather that it was a topic of discussion but no formal motion was made. The other members of the commission concurred. Mr. Novinger further stated that the wording of the motion to seek voluntary support was not exactly as intended, and that he had made the motion rather than Rodger Bland. Minutes should reflect: Jim Novinger moved, and Gary Jones seconded a motion that “An ordinance not be included in the Source Water Protection Plan, but rather the Commission seek cooperation and support from property owners within the watersheds.” A motion to approve the minutes as amended was made by Gary Jones, seconded by Roger Bland. The motion was approved by the following vote: Clayton Dillavou, aye; Jim Novinger, aye; Rodger Bland, aye; Kenny Coy, absent; Jerry Smith, absent; Martin Jayne, absent; Gary Jones, aye, Scott Ellis, aye, Mari Macomber, absent.
John Buckwalter reported that the mini-grant applications were not approved for funding by the Department of Natural Resources. Review comments were provided by DNR, and the applications will be revised and resubmitted to meet the next review cycle.
The majority of the meeting was devoted to a review of the SWPP and comments provided by commission members and summarized in Chairman Dillavou’s memo of August 16th. The commission agreed that the best approach was to simply start at the beginning of the draft SWPP and discuss comments submitted as well as any remarks those present wished to add. Following the meeting, Chairman Dillavou will retype the draft incorporating agreed revisions. The commission chose to agree to revisions by consensus, rather than a formal vote on each.
In the introductory paragraphs, the sale of water comments need to reflect the extent of impact of the watersheds, Kirksville sells water not only to its own citizens, but is also the main supplier for the Adair County Public Water Supply district which serves all of Adair County including Novinger and Brashear and supplies water to the City of LaPlata in Macon County.
It was recommended to move the descriptions of the water sources into section 2. Jim Novinger suggested that we describe things we know for sure in the first part of the SWPP, and leave a conclusion until later, such as assumptions of problems. Brian Todd recommended that we use the term problem as opposed to threat or risk.
In the discussion of urban runoff, we need to quantify the urban area. Later in the plan it was noted as 788 acres. Brian suggested that the discussion of nutrient loading be reworded to reflect nonvolatile suspended solids.
Forest Lake is not an urban watershed.
In the discussion of Hazel Creek Lake, use the term concern vs. problem or threat.
The commission agreed that the draft of paragraphs under section 3E proposed by Jim Novinger were well written and should be incorporated into the SWPP. The commission discussed Jim’s proposed wording for section 3F, and considered adding a paragraph about involving stakeholders, etc. The consensus was to add “landowners and residents” to the proposed paragraph 3F(1).
There was discussion, without an obvious conclusion on where to put “It is the goal of the City….”
Under "Emergency Operations Plans", delete the sentence stating they may be viewed at the public works complex.
In section 2, delete a reference to draft ordinances, and add voluntary implementation of BMP’s to the paragraph C proposed by Jim Novinger.
The commission recommended that the order of the SWPP be changed, putting the introduction first, then the objectives.
Under land cover and use, it was suggested to simply, list land use by % vs. detailing number of cows and farms. We should look at the number of cattle and horses, and note that there are no swine operations. Note characteristics of row crops, etc. Keep the data and format symmetrical between the two watersheds. If possible add the number of homes in each watershed.
Contaminant types will be kept simple using the watershed intake reports prepared by the DNR. Bob Broz noted that we do not have a real problem now, and can identify potential problems in the future.
The descriptions of the water sheds need to be amended. Look at the CARES maps to identify filling stations, etc. John is to do this and get back to Clayton.
Do not include a drought plan in the SWPP.
Move the page 36 issues to the introduction.
Some discussion simply endorsing comments in Chairman Dillavou’s memorandum has not been repeated in these minutes.
Chairman Dillavou stated that he would have a new draft compiled by the next meeting.
The DNR sent an invitation to a workshop on rain gardens in KC.
Scott Ellis discussed the testing protocols briefly, and provided a document summarizing the recent testing, the protocols used, the locations selected, and the results of coliform testing. The Chemistry department expects to be able to test for two heavy metals by next (Spring) semester.
The next meeting is September 28th, 5:30 PM at the TCRC.
