Chairman Dillavou called the meeting to order at 5:30 p.m.

 

A motion approving the minutes of July 26, 2007 was made by Jim Novinger and seconded by Marty Jayne.  The motion carried with the following vote:   Rodger Bland – aye, Clayton Dillavou – aye, Scott Ellis – absent, Martin Jayne – aye, Gary Jones – absent, Mark Laughlin – aye, Mari Macomber – aye, Jim Novinger – aye, and Jerry Smith – absent.

 

Dr. Michael Kelrick gave the Commission an update on the Hazel Creek Survey.  He explained that Jessica Lufkin had taken over the project from Shannon Earhart in June.  Ms. Lufkin has completed training on GIS, verified property ownership records, and sent out 75 plus surveys.  Ms. Lufkin, along with two other students is now in the process of contacting the property owners by telephone.  At the time of the meeting, Dr. Kelrick noted that there had been 12 responses received or about 15%.  The balance of the fall semester will be focused on the surveys.  Dr. Kelrick noted that one survey respondent pointedly refused to participate in the survey.  This individual sent a letter, which Dr. Kelrick responded explaining the intent and idea of the survey was to gather data.  It was also found that some of the County Assessor’s information was incorrect.

 

Dr. Kelrick also informed the Commission that he and a group of students would be attending a conference to present information on the work that the students have been doing with regard to the watershed.  Dr. Kelrick stated that he would be back to present the information shared at the conference with the Commission.

 

An update on the DNR Mini Grant was provided.  Chairman Dillavou explained that he and City staff met with representatives of DNR to discuss the requirements that must be met in terms of reporting and financial requirements.  The Commission was informed that an accounting of time was expected to show in-kind support. 

 

The Commission discussed the idea of submitting an application to the Department of Natural Resources for a $10,000 mini grant to assist with the development of a watershed management plan.  John Buckwalter explained that the grant had been specifically for those water sources on the 303 list, but other applications would be accepted.  The grant would be due in December.  It was asked whether or not both watersheds could be submitted as part of the same grant?  The response was that they could.  The Commission discussed using the grant to help gather feedback from the public.

 

The Commission discussed the status of the upcoming Water Conservation Festival set for October 6, 2007.  A meeting would be scheduled in the next few weeks. 

 

The Commission was also reminded to identify individuals who could serve on the Commission to replace Jerry Smith.  John Buckwalter stated that he had received the names of three women from Brian Todd which included Amy Bartig.  Darcy Cashat was mentioned as a possible candidate.    

 

The next meeting date was set for September 27, 2007 at 5:30 at the Adair County Annex.

 

As there was no further business the meeting was adjourned at 6:19 p.m.
