Watershed Management Commission

Chairman Dillavou called the meeting to order at 5:40 p.m.
A motion approving the minutes as presented was made by Gary Jones and seconded by Marty Jayne. The motion carried with the following vote: Roger Bland – absent, Kenny Coy - absent, Clayton Dillavou – aye, Scott Ellis – aye, Martin Jayne – aye, Gary Jones – aye, Mari Macomber – aye, Jim Novinger – aye, and Jerry Smith – absent.
No introductions were made.
There was no new business to discuss
Chairman Dillavou began the meeting with item B Summer Intern’s Report under Other Business. Jack Schuster noted that there was little to report. Mr. Schuster briefly explained some of the work the student intern conducted.
The next item discussed was a review of the Source Water Protection Plan. Jim Novinger asked that Section 4. A. Forest Lake Reservoir – Topography and Soils section on page 10 be reviewed more thoroughly. The City will look at this section and make sure the information is accurate and not redundant. Mr. Novinger noted that on page 13 of the document it still referred to “threats”. The Commission agreed that a better word would be “concerns”. A review of the document will need to be completed as there were other places the term “threats” was used.
Chairman Dillavou asked the Commission to review Section B Land Cover and Use. The Commission pointed to text on page 19 that could be used to complete this section of the Plan. Section C on page 12 the bottom left hand paragraph the Commission recommended changing the word “approximately” to “estimates’. Marty Jayne questioned the note regarding no gasoline/diesel service stations in the Forest Lake watershed. Mr. Dillavou clarified this by noting where past and current locations were stating that the existing stations are on the fringe of the watershed with the station at Troy Mills and the Casey’s General Store on Osteopathy.
There was a discussion on the erosion and sediment found in the lake. Mike Bradley explained where his information was obtained. Mr. Dillavou discussed his method of calculation. Mr. Schuster identified a study completed by the Stanley Consultants in 1981 and a more recent study performed by Benton and Associates regarding water capacity. He also stated that the City would have the original bench line for the lake depths based on the original construction. Colene Colby explained that a method of checking the current depths using a method known as the Bathymetry Survey. She recommended that this be done and suggested contacting Mr. Tony Thorpe with Missouri Lakes Volunteers. The group agreed this approach would be worthwhile no commitment was made.
A comment was made regarding the transfer of some of the language in the Source Water Protection Plan into the Watershed Management Plan. Ms. Colby informed the group that the Source Water Protection Plan required some additional information, but that a separate Watershed Management Plan was not necessary. There was some discussion about the requirements of those watersheds not meeting water quality standards.
The two paragraphs on page 12 of the document were reviewed and accepted by the Commission with one change to the number of acres in the Forest Lake Watershed from 9419 to 9415. No other changes were noted on pages 13 and 14. A minor formatting change was identified at the top of page 15. The Commission agreed that additional information needed to be added to E. Land Cover and Use-Hazel Creek Watershed including more information on agricultural and recreational uses. In addition language in column two on page 15 under the same heading was agreed for insertion in this section. Item G. on page 16 will be changed to include just the last sentence starting with the words “The total surface. . . “. Ms. Colby stated that we did not need information on the sanitary surveys and that the purpose of the Source Water Protection Plan was to address the source and not the finished water. There were no comments on pages 17 and 18.
Chairman Dillavou noted that the definition provided by Brian Todd would be used on page 19. The text in gray on page 20 will be retained. Section K. on page 21 will read, “No sludge and / or bio-solids are applied within the watersheds.” Mr. Schuster was asked to get the necessary information to complete Section L on page 21. Mr. Schuster referred to the list of threats previously provided to the group from work done by Brian Todd and others. Ms. Colby provided a list of things such as bulk fertilizer plants that should not be included in the watershed. It was agreed to use Brian Todd’s description on page 21 for Section M. Information provided from Public Works would be used to respond to the gasoline/diesel service stations. Mr. Schuster noted that the City has an extensive Emergency Operating Plan that is referenced. Section 6 item A will need to be developed.
The group discussed the frequency of the testing. A motion to include that testing be done at least one time per year was made by Marty Jayne and seconded by Jim Novinger. The motion carried with the following vote: Roger Bland – absent, Kenny Coy - absent, Clayton Dillavou – aye, Scott Ellis – aye, Martin Jayne – aye, Gary Jones – aye, Mari Macomber – aye, Jim Novinger – aye, and Jerry Smith – absent.
The Commission was asked to review the definitions section to make sure this section was relevant to the balance of the document. Scott Ellis requested the opportunity to review the two studies, Stanley and Benton. Mr. Schuster will make arrangements for this review.
The Commission discussed the possibility of submitting for the Nonpoint Source Minigrant. Chairman Dillavou suggested that the grants be revised and combined into one grant application and resubmitted for the next deadline in December. Dr. Ellis and Jim Novinger both questioned the intent of the grant and the intent of Nonpoint Source. The Commission reviewed some of the comments in a letter from Greg Anderson, Chief of the Nonpoint Source Unit of the Watershed Protection Section of the Missouri Department of Natural Resources. Specific language discussed was found on page two of the letter, “I get nervous when a project proposal doesn’t even mention NPS.” Ms. Colby stated that she would inquire into the comments found in the letter from Mr. Anderson. In the meantime, the Commission expressed interest in submitting another grant. Chairman Dillavou and Dr. Ellis agreed to work with John Buckwalter, Public Works Director on the next application.
The Commission set the next meeting date for Thursday, October 26 at 5:30 p.m. at either the TCRC or the Annex depending upon availability.
As there was no further business, the meeting adjourned at 7:05 p.m.
