WATERSHED MANAGEMENT COMMISSION

Mission: It is the mission of the Watershed Management Commission to make recommendations to the City Council concerning the implementation of the goals of the Watershed Management Plans for both Hazel Creek and Forest Lake.

Commission Makeup: It is important that the make-up of this Commission include essential partners interested in the watershed.   The Watershed Management Commission should include representation from the following:

Additional Membership: As resource needs are identified, Commission members will be asked to solicit additional human resources to participate temporarily to address specific needs and issues being addressed by the Commission.

Scope of Work: 1) Become familiar with the Watershed Management Plans – the existing conditions and the goals established for each watershed; 2) Prioritize goals contained in the Watershed Management Plans based on impact and funding availability; 3) The Watershed Management Plan is a dynamic plan requiring the evaluation of achieved goals and the development of new goals; 4) Identify funding from federal, state and local sources to implement goals; 5) Serve as a liaison between the community and the Missouri Department of Natural Resources to insure that the Watershed Management Plans are in compliance with requirements set forth by this agency; 6) Serve as a liaison between the community and the Missouri Department of Conservation to insure compatibility with conservation practices and resource uses; and 7) Serve as a liaison between the City and the Missouri Department of Natural Resources to provide open communication and allow a vehicle by which concerns of either party can be expressed.

Decisions and recommendations of this Commission should be based on scientific information with strict adherence to local, state and federal regulations.

Time line: Commission would begin work within one month of appointment.  If concept were agreeable with the City Council, it would be shared with DNR for their approval.  Meetings will be held approximately one time each month early on, but no less than two times per year.
