City Council Goals and Objectives

MISSION STATEMENT: The City of Kirksville promotes a high quality of life through democratic, customer-oriented local government practices and citizen services which protect life and property, enhance safe and efficient infrastructure, and provide economic development, environmental, recreation, and related services not readily available through the private or non-profit sector. 

The City’s core values are articulated through its mission statement, which serves as a framework for setting annual goals and objectives.  The City Council meets annually to establish new and specific goals for guiding the staff in developing the budget for each ensuing fiscal year and assess progress toward achieving goals set previously.  

 

ECONOMIC DEVELOPMENT

Continue to work with Kirksville Regional Economic Development, Inc. (K-REDI) to market Kirksville.

Continue to work with K-REDI on recruitment efforts as prospects are identified.

Promote the airport's economic benefits, including access to markets.  In addition, develop a plan that incorporates industrial and business development plans as part of the airport layout plan.

Ensure infrastructure needs are identified.

 

 

CONTINUE  EFFICIENCY IN GOVERNMENT

Analyze costs compared to benefits for new projects or programs, as part of the research process.

Continue the implementation of joint purchasing for office supplies and building maintenance supplies.  Work to identify other possible internal purchases.

bullet

Explore with other governmental groups-i.e. school district, county, etc., potential joint purchasing projects.

 

 

PROTECT CITY-OWNED ASSETS

Determine what are City assets - people, property, equipment, services, etc.

bullet

Continue to implement and update long-range plans for capital assets - water, sewer, streets, and buildings.

bullet

Determine costs of long-range plans, calculate costs and outline funding plans to support efforts.

Consider current ability of City to maintain existing assets and ability to add new. 

 

 

 BUILD PARTNERSHIPS

Reinitiate partnership meetings with Adair County Commission, Kirksville R-III and Truman State University.

bullet

Identify other partnerships, hosting meetings to identify shared goals and agendas.

bullet

Continue to foster strong relations with existing community partners - Chamber of Commerce, Kirksville Arts Association, KDIC, KBSA, Rotary Club, and others.

Continue to work with State and Federal partners on shared goals and agendas - DNR, MDC, MoDOT, FAA and state and local representatives.

bullet

Build partnerships with citizens on shared issues of concern.
