The Finance Department is responsible for the administration, direction and coordination of all financial services of the City of Kirksville including budgeting, cash management, debt management, investing, accounting, accounts payable, payroll, business licensing, risk management and insurance, utility billing and management of the AS/400 computer system. This department also is the primary point of contact for service to utility customers, collection of monies and for general municipal inquiries.
