The City of Kirksville's employees are its most important resource; the effectiveness of our municipal government depends on the bright, capable and caring individuals who bring their skills and experience to our organization.
The Human Resources Department of the City of Kirksville provides a variety of support services to other departments in the areas of Administration, Employee Relations, Employment and Compensation, Payroll and Benefits, Training and Development, as well as Safety and Wellness.
Human Resources Services
· Posts and advertises job vacancies, reviews applications, and interviews job candidates
· Administers advancement and testing procedures
· Completes job descriptions with the City departments
· Conducts City-wide employee training in a number of areas
· Coordinates Employee Relations programs
· Coordinates compliance with the Americans with Disabilities Act
· Coordinates City-wide safety and wellness programs
· Administers the Care Leave Plan and Family Medical Leave program
· Handles pay and classification issues including salary surveys
· Coordinates benefit programs and payroll for employees
· Assists with "meet and confer" with two unions
· Labor relations
· Processes employee complaints
Employee Benefits
The Human Resources Department administers a wide range of benefits for
full-time employees, including:
· Self-Funded Medical Insurance - Medical insurance is provided for all employees at no cost to the employee. Dependent coverage is optional. The City will pay 50% of the dependent premium. Employee’s monthly premium cost would be based on level of benefits requested.
· Self-Funded Dental Insurance - Dental insurance is provided for all employees at no cost to the employee. Dependent coverage is optional. The City will pay 50% of the dependent premium. Employee’s monthly premium cost would be based on level of benefits requested.
· Life Insurance - Life insurance is offered at no cost to each employee in an amount equal to the employee’s annual salary (maximum of $50,000).
· Retirement – Retirement Benefits are provided through the Local Government Employees Retirement System (LAGERS) and social security.
· Holidays - New Years Day, Martin Luther King, Jr. Day, Washington’s Birthday, Memorial Day, Fourth of July, Labor Day, Veteran’s Day, Thanksgiving, Friday following Thanksgiving, Christmas Day, and a Floating Holiday voted on annually by employees.
· Vacation Leave - Employees accrue eighty hours of vacation leave following one year of employment. After one year, the employee will accrue seven hours vacation leave per month.
· Sick Leave - Employees accrue eight hours of sick leave per month.
Voluntary participation is available for Supplemental Life Insurance, Flex Plan, Deferred Compensation, Credit Union membership, and AFLAC insurance.
