Electricity

To establish electricity at a residence or business in Kirksville, contact Ameren UE at 1-800-552-7583. Be prepared to tell them the address where you want service, and the date you want it connected. A deposit may be required. A program is also available to let you pay one level rate for service throughout the year. Ask for information on Ameren UE’s Budget Billing program.

Gas

To establish natural gas service at a residence or business in Kirksville, contact Atmos Energy customer service at 1-888-824-3434 or 1-888-286-6700. Be prepared to tell them the address where you want service, the date you want it connected, your social security number, and the names of your co-habitants. Also see the Atmos Energy website on line at www.atmosenergy.com. A budget billing plan is available.

Water

To establish water service at a residence or business in Kirksville, contact City Hall in person at 201 South Franklin Street. A landlord or realtor is allowed to do this for you. A security deposit of $60.00 is required for residential customers, and the deposit for commercial customers is twice the average bill. Deposits are not transferable from one person to the next. A signed customer request form is required to establish service. The resident, landlord or realtor must be present when water service is connected. Service must be requested at least one-half day in advance.

Water Service connections will be done during regular customer service hours only: Monday - Friday, 8:00am - 5:00pm.

Trash Collection & Recycling Services

This service is established automatically by the city, when you establish water service. The cost is $6.00 per month, and this charge appears on city water bills which are mailed every other month. You may dispose of one bag or can of trash, up to 33 gallons or 40 pounds, per week. If you wish to dispose of more than these limits, you must purchase stickers (at $1.00 each) to be placed on each extra bag. Stickers are available from the trash service, at City Hall, or at several retail locations in Kirksville. Kirksville’s recycling program allows newspaper, plastic, metal cans, chipboard, mixed paper, and corrugated cardboard to be placed curbside weekly for collection. There is no limit to the amount of recycled items, and no charge for their collection.
