Trash & Recycling Programs
This service is enacted automatically by the City when residential water is established. The cost is $10.47 per month which will be charged on the City water/sewer bills.
If you are a Senior Citizen age 65 or older, your name is on the water bill, and you live at the location, you qualify for a discounted rate of $8.67. To receive this discount, contact City Hall at 660-627-1251.
Kirksville's recycling program allows newspaper, plastic, metal cans, chipboard, mixed paper, and corrugated cardboard to be placed curbside bi-weekly for collection. There is no limit to the amount of recycled items, and no charge for their collection.
Veolia Environmental Services Solid Waste Midwest, LLC of Macon, MO is the carrier for trash, recycling and yard waste collection for all Kirksville residents. There is no charge for the recycling and no limit to the amount that can be recycled.

Trash Collection is mandatory in Kirksville. Fines may be levied against citizens who have their trash in front of or behind their house for an extended period. Persons who illegally dump their trash in commercial dumpsters or on the road sides will be subject to fines.

Time of Collection - All trash must be curbside by 6:30am to ensure pickup.

Trash cannot be put out before noon of the day preceding your pickup day.

You will be provided with a 65-gallon tote container by Veolia, and they are responsible for routine maintenance.

All trash must be placed in the tote container; bags outside the container will not be collected. The lid must be able to close on the container.

If you need an additional container, Veolia offers this service at a cost of $3.00 per month with a 1-year service agreement requirement. To add this service and make payment arrangements directly with Veolia, call 1-800-778-7652.

Each household may place one large household item at the curb each week alongside your trash tote container. Items NOT accepted include: batteries, tires, liquids (such as paint, gas or oil), construction, demolition or remodeling materials, yard waste, vegetation, and appliances. A separate appliance pickup will be held twice yearly.

If you have problems placing trash or recyclable materials at the curb because of a disability or age, you can call Veolia Environmental Services at 1-800-778-7652. They will assist you with your special needs.

Keep in mind, there is NO CHARGE and NO LIMIT for recyclable items. Any recyclables that do not fit in your container may be placed in a transparent bag next to the container.
You may request a 65-gallon tote container for recycling by contacting Veolia at 1-800-778-7652. Recycling will be picked up every other week on the same day as your scheduled trash pickup. If you constantly exceed the capacity of your recycling tote container, an additional tote may be obtained, at no extra charge, by contacting Veolia.

Glass items are NOT accepted for recycling. Please dispose of glass with regular household trash. Glass may be recycled at
Truman State University Recycling Center, located at the Delaney-Baldwin Complex on the corner of Franklin and LaHarpe streets. The center is open Monday through Friday, 7:00 a.m. - 3:30 p.m. A 24-hour drop box is also available.

Chipboard can be flattened and placed in a recycling tote container. Chipboard includes Kleenex boxes, cereal boxes, cake mix boxes, tea boxes, all processed food boxes, shoe boxes, and most other non-corrugated cardboard in the house. DO NOT INCLUDE CONTAINERS THAT ARE DIRTY WITH FOOD SUCH AS: PIZZA BOXES, DONUT BOXES, ETC.

Make sure that all paper products are kept dry, and clean. DO NOT INCLUDE PAPER THAT IS DIRTY WITH FOOD, LIKE PAPER PLATES, OR SHREDDED PAPER.

Newspapers, magazines, catalogs, mixed colored paper, junk mail, etc. can be recycled. All inserts that come in your paper or magazines are acceptable as well.

Corrugated cardboard boxes may be broken down and placed in the recycling tote containers. If there are too many to place in the container, you may bundle them together and place the bundle on the ground next to the container.

All types of paper and cardboard are accepted with no sorting required. There are no special bundling requirements as they will take it boxed, bagged, or loose.
Primary hours are 8:30 a.m. to 3:00 p.m. Monday through Friday, but there is a bin out front where items can be dropped at anytime. For large quantities a pick up can be arranged, and businesses can be set up for pick up of recyclable material on specific days or on call (there may be a small fee).

Yard waste (leaves, twigs, grass clippings, and limbs 4 feet or under in length and 2 inches or less in diameter) can be disposed of at the Public Works facility at 2001 N. Osteopathy for free from 7:00am - 4:00pm, Monday thru Friday. Plastic bags are NOT accepted for disposal of yard waste. Brown paper bags are recommended, which can be thrown into the dumpster.
Residents wishing to have curbside yard waste removal will need to contact Veolia at 1-800-778-7652. There is a fee for this service payable to Veolia, and a 1-year service agreement is required. All new residents may sign up for this service, existing residents will need to enroll during open enrollment (Jan - Feb).
The City will conduct a LARGE brush and limb pick up twice a year. This includes limbs that are longer than 4 feet, and larger than 2 inches in diameter.
