The Finance Department is the primary point of contact for service to utility customers and collection of monies. Each customer must establish water/sewer service either in person at City Hall, 201 S. Franklin Street, or by clicking on the link below.
A service deposit is required at the time of application for service along with showing proof of proper identification. The City of Kirksville municipal utility operates under an Identity Theft Prevention Program which is in compliance with the FTC Red Flags Rule.
The following are the minimum water/sewer deposits:
Residential Property Owner - $80.00
Residential Tenant - $180.00
Commercial - Based on type of business and historical usage
Deposits are not transferable from one customer to another.
Water service is connected by advance appointment only and is to be scheduled at least one-half day prior to the start of needing service if applying in person, or at least one week prior to the start of needing service if applying online. The resident, landlord or realtor must be present at the service address at the time of appointment to connect water service.
