2012 Pest Control Services
The City of Kirksville will accept sealed proposals for 2012 PEST CONTROL SERVICES until 3:00 pm, Tuesday, February 7, 2012 at the Codes Department, 201 S. Franklin St., Kirksville, MO 63501.  Copies of bid documents may be obtained from the Codes Department, 2nd Floor City Hall, 660-627-1272.

Police Uniforms and Equipment
The City of Kirksville will accept sealed bids for Police Uniforms and Equipment for the fiscal year 1/1/2012 - 12/31/2012 at the Office of the City Clerk, 201 South Franklin, Kirksville, MO 63501, until 3:00 p.m., Tuesday, February 21, 2012. Specifications and bid forms are available from the Kirksville Police Department, 660-785-6945.

All bids shall be F.O.B. Kirksville, Missouri. The City of Kirksville reserves the right to reject any or all proposals and to waive technicalities. Award will be made to the lowest responsive, responsible bidder for the selected alternate or base bid. No bid may be withdrawn after the time for opening of the bids is past.

All bids must be submitted on the blank forms furnished. Proposals that contain any omission, erasures, or alterations or specifications that contain any irregularities of any kind may be rejected as unresponsive. No proposal will be considered unless properly signed by the bidder or his legally authorized agent or representative, with address given in the correct spaces provided. All proposals are to be addressed to the City Clerk, City Hall, 201 South Franklin street, Kirksville, Missouri 63501 and plainly marked on the lower left corner of the envelope: SEALED BID POLICE UNIFORM AND EQUIPMENT.

Statement of Qualifications 
The City of Kirksville, Missouri, is hereby soliciting statements of qualifications and experience from airport consultants for selection of a Principle Consultant to provide Engineering Services at the Kirksville Regional Airport. These services are anticipated to relate primarily to Airport Capital Improvement Projects.

Services to be provided are outlined in the Federal Aviation Administration (FAA) Advisory Circular 150/5100-14D. Services required include, but are not limited to, airport planning, design, construction, architectural/engineering services for all phases, and necessary incidental services for projects expected to be funded by federal grant within five years from 2012 through 2017.

Statements of Qualifications are to be limited to 25 pages, exclusive of resumes and the draft consulting services contract. Interested firms shall submit five (5) separately bound copies of their statements to the City of Kirksville by 3:00 PM central standard time, Tuesday, March 20, 2012. Statements shall be mailed or delivered to Vickie Brumbaugh, City Clerk, 201 South Franklin Street, Kirksville, Missouri 63501. Late statements will not be considered.

The package containing the proposal shall be plainly marked “Request for Qualification for Airport Engineering Services.”

All information included in the proposal that is considered proprietary in nature must be clearly marked as such.

Selection criteria may include, but will not be limited to:

• Qualifications
• Comparable recent experience
• Knowledge of FAA regulations, policies and procedures
• An implemented Affirmative Action Program
• Capacity to perform work in the allotted time
• Capability to complete projects within budgets
• Capability to furnish qualified inspectors for construction inspection
• Familiarity with, and proximity to the project

Fees will be negotiated for projects as grants are obtained. Consultants shall not include fee or cost information when responding to this solicitation.

This contract is subject to, but not limited to the following federal provisions:

• Title VI of the Civil Rights Act of 1964
• Section 520 of the Airport and Airway Improvement Act of 1982
• DOT Regulation 49 CFR Part 26 – Disadvantage Business Enterprises Participation
• DOT Regulation 49 CFR Part 29 – Government Debarment and Suspension
• DOT Regulation 49 CFR Part 30 – Foreign Trade Restriction Clause
• DOT Regulation 49 CFR Part 18.36 (i) - Access to Records
• DOT Regulation 49 CFR Part 20 Lobbying and Influencing Federal Employees

The City reserves the right to extend the proposal submittal date if needed. All changes and/or clarifications will be distributed to all consultants of record in the form of addenda. Consultants of record will consist of those consultants and others who have been issued a Request for Qualification document. The list of consultants of record will be made available upon request.

The City further reserves the right to reject all or a portion of any or all proposals, to waive irregularities and technicalities, to re-advertise, or to proceed to provide the services otherwise, in the best interest of the City and the Kirksville Regional Airport. The City may, at its sole discretion, modify or amend any and all provisions hereon.

The City of Kirksville will accept sealed bids for the furnishing of the motor oil, hydraulic oil, grease & antifreeze estimated requirements thru March 31, 2013, until 3:00 p.m., Tuesday, February 21, 2012 at the office of the City Clerk, City Hall.
