6/21/2016 - Low-Sulfur Diesel, Unleaded & E-85 Gasoline Contract

The City of Kirksville, Missouri, will accept sealed bids for the furnishing of Low-Sulfur Diesel Fuel, Unleaded Gasoline and E-85 Gasoline until 3:00 pm, Tuesday, June 21, 2016; Submitted proposal to the City of Kirksville must state the provided listed services, related costs, and price breakdown of per gallon (by type) for at the pump on the attached bid proposal. The pump price will be considered the delivery price unless listed separately. Your bid Must Be Based upon Opis Industry Standard, Plus Markup.  Fuel price proposals should discount the Federal Excise Taxes, with the bidder filing the necessary reimbursement of same. All proposals are to be addressed to the City Clerk, City Hall, 201 S. Franklin St., Kirksville, MO 63501; and plainly marked on the lower left corner of the envelope - Sealed Bid – Diesel and Gasoline Contract

Bidders must have a Fueling Station in Kirksville for Diesel Fuel, Unleaded Gasoline and E-85 Gasoline fueling and must be able to deliver Diesel Fuel to Public Works at 2001 N Osteopathy in Kirksville at least twice per week. Bidders must also provide winter blend diesel during winter months.

The bidder shall be responsible for the installation and maintenance of the following items:

1. A 1,000 gallon (minimum) diesel tank, with metered-pump, and with a DNR approved secondary containment, on site, at the Public Works Complex at 2001 N Osteopathy. The bidder will own and be responsible for the inventory in tanks until it is pumped to the city vehicles. 

2. A card reader system for diesel fuel at the Public Works Facility at 2001 North Osteopathy to allow for monthly tracking of individual equipment. This system must be capable reading a driver card and vehicle card in order to attach the driver to the vehicle/equipment he just fueled. A method of showing, on each individual purchase ticket, the recorded time fueling began and ended.  The City of Kirksville will provide the phone line, but the bidder will pay for the monthly phone charge.

3. Two 500 gallon tanks (one for unleaded gasoline one for diesel) with electric metered pumps at Kirksville Regional Airport.

4. One 300 gallon diesel tank, gravity feed with meter at Kirksville Wastewater Treatment Plant.

Bidder must provide fueling service to be available 365 days a year, 24 hours per day for both the diesel & gasoline fuel service. 

Bidder shall provide a complete end-of-month compilation sheet showing gallons of fuel charged to each individual vehicle or piece of equipment by date, total gallons and charges for each transaction, as well as all totals for each month as compiled above.
