The City of Kirksville will accept sealed proposals for PROJECT NO. TAP – 3700 (209) Sidewalk Improvements, Florence and Halliburton Streets in Kirksville, MO. (CITY PROJECT NO. M-15-001), at the office of the City Clerk, 201 S. Franklin St., Kirksville, Missouri 63501-3580, until 3:00 p.m. Tuesday, September 13, 2016, at which time proposals will be publicly opened and read aloud. Copies of the Contract Documents required for bidding purposes may be obtained from the Engineering Department, (660) 627-1272.
A Pre-Bid Meeting will be held at 1:30 p.m. on Tuesday, August 30, 2016 in the 2nd floor conference room of City Hall, 201 South Franklin Street, Kirksville, MO. 63501. All bidders are encouraged to attend the pre-bid meeting. Bid will be awarded to the lowest, responsive, responsible bidder, however the City of Kirksville reserves the right to reject any and all bids. No bidder may withdraw bid for a period of sixty (60) days after the day of opening bids. A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
All bidders must be on MoDOT’s Qualified Contractor List per section 102.2 of the Missouri Standard Specifications for Highway Construction, 2011 Edition including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.
On this public works project no 2nd tier subcontracting will be allowed. The DBE Goal for this project is 8%.
Contractors and sub-contractors who sign a contract to work on public works projects must provide a 10-hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
Bidders are also informed that the successful contractor awarded the contract shall comply with all requirements regarding licensing and testing per Chapter 14, Article II, Sections 14-21 of the Kirksville Municipal Code, prior to issuance of Notice of Award.
The CITY OF KIRKSVILLE hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
