9/24/2019 - Osteopathy Street Surface Improvements

-The City of Kirksville will accept sealed bids for PROJECT NO. STP-3701(202) OSTEOPATHY STREET SURFACE IMPROVEMENTS in Kirksville, MO (CITY PROJECT NO ST-19-003), at the office of the City Clerk, 201 S. Franklin St., Kirksville, Missouri 63501-3580, until 3:00 p.m. Tuesday, September 24, 2019, at which time bids will be publicly opened and read aloud.  Copies of the Bid Documents required for bidding purposes may be obtained from the Engineering Department, (660) 627-1272.  Bid will be awarded to the lowest, responsive, responsible bidder based on the best interest and value to the City.  The City reserves the right to refuse any bid for any reason.  No bid may be withdrawn after the time for the opening of bids is past.  All bids must be submitted on forms furnished by the CITY OF KIRKSVILLE, MO and plainly marked on the outside in the lower left corner "OSTEOPATHY STREET."  Any bid received after the designated time of announced bid opening shall be refused and returned unopened to Bidder.  A certified or cashier's check or a bid bond in the amount of 5% shall be submitted with each proposal.

A Pre-Bid Meeting will be held at 2:00 p.m. on Tuesday, September 17, 2019 in the 2nd floor conference room of City Hall, 201 South Franklin Street, Kirksville, MO 63501.  All bidders are encouraged to attend the pre-bid meeting.

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hour rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.

All bidders must be on MoDOT's Qualified Contractor List per section 102.2 of the Missouri Standard Specifications for Highway Construction, 2019 Edition including all revisions.  Bidder shall submit a Contractor Questionnaire and/or Contractor Prequalification Questionnaire with attachments no later than seven (7) days prior to the date and hour of the bid opening to MoDOT.

On this public works project, no 2nd tier subcontracting will be allowed.  The DBE goal for this project is 0%.

The bidder is required to provide all information as required within the Contract Documents.  The bidder is required to bid on all items of every schedule or as otherwise detailed in the Notice to Contractors.

The City of Kirksville reserves the right to reject any and all bids, and to waive and all irregularities and/or formalities as deemed appropriated in the sole discretion of owner, and to negotiate contract terms with the successful bidder, and the right to disregard all nonconforming, non-responsive or conditional bids.  Discrepancies between words and figures will be resolved in favor of words.  Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum.  

By action of the City Council, the municipal purchasing officers are encouraged to select product manufactured, assembled or produced in the United State of America, if the quality and price are comparable to other goods.

No bidder may withdraw a bid within 60 days after the actual date of the opening thereof.  Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the owner and bidder.

Contractors and subcontractors who sign a contract to work on public works projects must provide a 10-hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.

Bidders are also informed that the successful bidder awarded the contract shall comply with all requirements regarding licensing and testing per Chapter 14, Article II of the Kirksville Municipal Code, prior to issuance of Notice of Award.
