Sealed bids will be received at the office of the City Clerk, Kirksville City Hall, 201 S. Franklin, Kirksville, Missouri until 3:00 P.M. local time Tuesday, March 10, 2020 at which time bids for the installation of the above project will be publicly opened and read aloud.
The major proposed work includes: Mobilization, traffic control during construction; removal of existing 3-30" CMP culverts, construction of new triple cell RCB 7' span x 4' height box culvert, double cell RCB 5' span x 4' height box culvert, single cell RCB 8' x 4' height box culvert, single cell RCB 4' span x 3' height, field inlets, concrete pavement, hot mix asphalt pavement, rock channel lining, headwall hand railing, water main adjustment and related grading and seeding work.
All equipment, material and workmanship must be in accordance with the Plans, Specifications and Contract Documents on file with the City Clerk, Kirksville, Missouri, and the office of the Engineer. Copies of the Contract Documents required for bidding purposes may be obtained from the City Engineering Department, 201 S. Franklin Street, Kirksville, Missouri 63501-3580.
A Pre-Bid Conference Meeting will be held at 2:00 p.m. on Monday, March 2, 2020, in the Council Chambers of City Hall, 201 S. Franklin St., Kirksville, Missouri 63501-3580.
A certified check on a solvent bank or a bid bond by a satisfactory surety in an amount equal to 5% of the base bid must accompany each proposal, and shall be considered the Bid Security.
The successful bidder shall at the time of the execution of the Contract furnish separate performance and payment bonds in a sum equal to the contract amount payable to the City of Kirksville, Missouri, and shall be considered Contract Security.
No bidder may withdraw his bid for a period of ninety calendar days after the day of opening bids.
The City reserves the right to reject any of all bids and to waive informalities therein to determine which is the lowest, most responsible and responsive bid. No award is final until formally approved by the City Council and the State of Missouri Department of Economic Development CDBG Program. All proposals arriving at the designated office after the deadline specified will not be considered and will be returned unopened.
All wages paid for work under this contract shall comply with requirements of the prevailing wage law of the State of Missouri (MO Public Law 294, Section 290.210 through 290.340 and Section 290.550 through 290.580, as amended RSMo 1969) and the Davis-Bacon Act.
