9/15/2014 - Safe Routes to Schools: Project NO. M-13-001
The City of Kirksville will accept sealed proposals for MODOT PROJECT NO. SRTS-INF-H32B (102) SAFE ROUTES TO SCHOOLS (CITY PROJECT NO. M-13-001), at the office of the City Clerk, 201 S. Franklin St., Kirksville, Missouri 63501-3580, until 3:00 p.m. Tuesday, October 7, 2014, at which time proposals will be publicly opened and read aloud. Copies of the Contract Documents required for bidding purposes may be obtained from the Engineering Department, (660) 627-1272. A Pre-Bid Meeting will be held at 10:00 a.m. on Wednesday, October 1, 2014 in the 2nd floor conference room of City Hall, 201 South Franklin Street, Kirksville, MO. 63501. Bid will be awarded to the lowest, responsive, responsible bidder. Bid recommendation will be based on contractor’s qualifications and brick masonry experience. No bidder may withdraw bid for a period of sixty (60) days after the day of opening bids. All wages paid for work under this contract shall comply with requirements of the prevailing wage law of the State of Missouri.
Bidders are informed that this project is subject to the requirements of Missouri Law, 292.675 RSMO, requires any awarded contractor and its subcontractor(s) to provide a ten-hour Occupational Safety and Health Administration (OSHA) Construction Safety Program (or a similar program approved by the Missouri Department of Labor and Industrial Relations as a qualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operators, and craftsmen) who have not previously completed such a program and are directly engaged in actual construction of the improvement (or working at a nearby or adjacent facility used for construction of the improvement). The awarded contractor and its subcontractor(s) shall require all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of said program. Penalties, for Non-Compliance include contractor forfeiture to the Contracting Authority in the amount of $2,500, plus $100 per contractor and subcontractor employee for each calendar day such employee is employed beyond the elapsed time period for required program completion under 292.675 RSMO.
Bidders are also informed that the successful contractor awarded the contract shall comply with all requirements regarding licensing and testing per Chapter 14, Article II, Sections 14-21 of the Kirksville Municipal Code, prior to issuance of Notice of Award.
The CITY OF KIRKSVILLE hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, sexual orientation or national origin in consideration for an award.
