Sealed bids for the construction of the City of Kirksville, Missouri, Kirksville Wastewater Treatment Plant Improvements will be received for the City of Kirksville, Missouri, represented by Vickie Brumbaugh, the City of Kirksville City Clerk. Bids will be received at City Hall 201 S. Franklin St., Kirksville, MO 63501 on November 3, 2015 until 3:00 PM, Central Time, and shortly thereafter the bids will be opened publicly and read aloud in the Council Chambers.

The Work includes the following facilities:
1. New Influent Pump Station.
2. New Headworks Building.
3. New Anoxic and Aeration Basin.
4. New Secondary Clarifiers No. 1 and No. 2.
5. New Effluent Metering Flume and NPW Pump Station.
6. New RAS/WAS Lift Station.
7. New Scum Pump Station.
8. Modifications to existing Anaerobic Sludge Digesters to convert them to Aerobic Sludge Digesters.
9. Modifications to the existing Control Building.
10. New Electrical Building.
11. Miscellaneous site and structure demolition.

The cost of Bidding and Contract Documents is: Set of paper Documents with full size drawings: $500.00, Set of paper Documents with half size drawings: $300.00. Upon purchase of paper Bidding and Contract Documents, electronic (pdf version) Bidding and Contract Documents on CD are available for purchase for an additional: $75.00. No partial sets of Specifications or Drawings will be issued.

The Bidding and Contract Documents may be examined at the following locations: HDR Engineering, Inc., 3741 NE Troon Drive, Lee’s Summit, MO 64064, 816-347-1100; Klingner and Associates, 4510 Paris Gravel Road, Hannibal, MO 63401, 573-221-0020; and City of Kirksville, Missouri, 201 S. The plans will also be examined at the following locations: McGraw Hill Construction Dodge, Minority Contractors, Reed Construction Data, Associated General Contractors of Missouri, Builders Association, Missouri Sq Ft, Kansas City Hispanic Association of Contractors Enterprise, Inc. (KCHACE), and Women Construction Owners and Executives.

Each Bid shall be accompanied by bid security as described in Specification Section 00100 – Instructions to Bidders.

The City of Kirksville, Missouri reserves the right to waive irregularities and to reject bids, and to determine the lowest responsive and responsible Bidder, and to award the contract on that basis.

This project will be financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and Federal Capitalization Grants to Missouri.

The prevailing hourly rate of wages, as determined by the Industrial Commission of Missouri, will be complied with on this project, and not less than the prevailing hourly rate of wages as found by the agencies or Court of Appeals shall be paid to all workmen performing work under this contract. The prevailing wage shall be the higher of the Missouri Wage Rate or Davis-Bacon Wage Rate.

Nondiscrimination in Employment – Bidders on this work will be required to comply with the President’s Executive Order Number 11246. Requirements for Bidders and Contractors under this order are explained in the specifications.

Any Bidder or equipment supplier whose firm or affiliate is listed on the General Services Administration (GSA) publication entitled “Lists of Parties Excluded from Federal Procurement or Non-procurement Programs” will be prohibited from the bidding process. Anyone submitting a bid who is so listed will be determined to be a nonresponsive Bidder in accordance with 40 CFR 31.

This contract will comply with Executive Order 12549 Debarment and Suspension. The Code of Federal Regulations at Title 2, Part 180, prohibits participation in EPA funded contracts by persons excluded or disqualified from doing business with the federal government. Bidders are responsible for advising the Owner if they are excluded or disqualified, and to check whether subcontractors they intend to use are excluded or disqualified. All tiers of subcontractors have the same responsibility to notify the one for which they are providing services if they are excluded or disqualified, and to check the status of any subcontractors they intend to use. Status can be checked on the System for Award Management (SAM) located on the Internet at https://www.sam.gov/portal/public/SAM/. All subcontracts at any tier should include this language.
