The City of Kirksville's employees are its most important resource; the effectiveness of our municipal government depends on the bright, capable and caring individuals who bring their skills and experience to our organization.

The Human Resources Department provides a variety of support services to other departments in the areas of administration, employee relations, employment and compensation, payroll and benefits, training and development, as well as safety and wellness.

Employee Benefits

The Human Resources Department administers a wide range of benefits for full-time employees, including:

  • The City provides Medical/Dental insurance for full-time employees and their dependents.  The City pays 100% of the premium for single coverage and 50% of the dependent premium.  Employee’s monthly premium cost would be based on level of benefits requested.
  • Dental Insurance - Dental insurance is provided for all employees at no cost to the employee. Dependent coverage is optional. The City will pay 50% of the dependent premium. Employee’s monthly premium cost would be based on level of benefits requested.
  • Life Insurance - Life insurance is offered at no cost to each employee in an amount equal to the employee’s annual salary. 
  • Retirement – Retirement Benefits are provided through the Local Government Employees Retirement System (LAGERS) and Social Security.  Employees may voluntarily participate in the ICMA-RC 457 plan.
  • Holidays - New Years Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving, Friday following Thanksgiving, Christmas Eve and Christmas Day. 
  • Vacation Leave - Employees accrue eighty hours (80) of vacation leave following one year of employment. After one year, the employee will accrue nine (9) hours vacation leave per month. Other schedules exist. 
  • Sick Leave - Employees accrue six (6) hours of sick leave per month.
