New Residents

City Utilities

Each customer must establish the City's utility services (water/sewer/trash). That can be done in person at City Hall, 201 S. Franklin St., or online by clicking here. A deposit is required at the time of application for service along with showing proof of proper identification. The following are the minimum deposits:

Residential Property Owner - $80.00
Residential Tenant - $180.00
Commercial - Based on the type of business and historical usage

Deposits are not transferable from one customer to another. Service is connected by appointment only. The resident, landlord, or realtor must be present at the service address at the time of appointment to connect the water service. Appointments are required to be made at least one-half day in advance.

Water service connections will be done during regular customer service hours only: Monday - Friday, 8:00 am - 4:30 pm, excluding holidays.


Trash & Recycling Services

This service is enacted automatically when City utilities are established. The cost is $11.55 per month which will be charged on the City utility bills. 

Kirksville's recycling program allows newspaper, plastic, metal cans, mixed paper, and corrugated cardboard to be placed curbside bi-weekly for collection.  There is no limit to the amount of recycled items, and no charge for their collection.

RTS Waste Services, LLC is the waste services provider for trash, recycling, and yard waste collection for all Kirksville residents. There is no charge for recycling and no limit to the amount that can be recycled.

Trash Collection is mandatory in Kirksville.  Fines may be levied against citizens who have their trash in front of or behind their houses for an extended period.  Persons who illegally dump their trash in commercial dumpsters or on the roadsides are subject to fines.

Electricity

Contact Ameren Missouri at 1.800.552.7583 or online at www.ameren.com/missouri to establish electricity at a residence or business in Kirksville. Be prepared to tell them the address where you want service and the date you want it connected. A deposit may be required. A program is also available to let you pay a level rate for service throughout the year. Ask for information on Ameren Missouri's Budget Billing program.


Natural Gas Service

Contact Liberty Utilities customer service at 1.855.872.3242 to establish natural gas service at a residence or business in Kirksville. Be prepared to tell them the address where you want service, the date you want it connected, your social security number, and the names of your co-habitants. Also, see the Liberty Utilities website online at www.libertyutilities.com. A budget billing plan is available.

You must have a valid Missouri Drivers License within 30 days of establishing residence in the state. To obtain a Missouri Drivers License, you must first pass a vision and written test (if you have a valid license from another state). The Department of Revenue Office is open Monday through Friday from 8:00 am to 5:00 pm. You will need to show Proof of Lawful Presence, Proof of Identity, and Proof of Residency. Animal Control

Any resident who owns, controls, manages, possesses, or has part interest in any animal four months of age or older in the City of Kirksville must obtain a one-year, no cost license for their animal from the Kirksville Police Department.  The resident must supply certification of inoculation against rabies at the time of application.  Licenses are issued for one year and are good from January 1 - December 31.
